in common. it was an exciting time and as a single woman i was proud to be a san francisco homeowner. i've had a baby and this is blake, eight weeks old. he currently sleeps in our closet because we have a one bedroom with no room for a nursery. when i look to the future and he's a toddler i don't see many options for us. we can't count on the severely backlogged lottery and if our -- we could go into foreclosure. because our home value is depressed we would lose our nest egg. i have no idea what we are going to do. when i bought my place the city estimated the lottery would take five years. today that estimate is roughly 20 years. my family is suffering. i represent a voice in san francisco that needs to be heard. t.i.c. owners are not the evil people that the tenants union paints us to be. i'm not a million ai. i am not a millionaire. we are middle class families that want to stay in the city. please help us do that in passing this one time bypass. if we lose everything we will have to start again and it won't be and can't be in san francisco. thank you. >> chair wiener: thank you. ag
francisco can be proud of so many things, one of the things that i am very proud of when i think of san francisco is the fact that we have always been at the forefront of civil rights and at the forefront of lgbt rights. and there is a place in this world where i hope the city would be open to recognizing the contributions of an openly ldbt person. i would hope that that place would be san francisco. one of the things that struck me about this conversation is something that we learn about harvey milk. when he was first elected, he understood the significance of his election. i would like to share with you a part of what he said. it goes, the hope speech often talk about. this is what he said to use his own words: "two days after i was elected i got a phone call and the voice was quite young. it was from al tuna, pennsylvania. the person said things. you have to elected a people so that young child and thousands of people know that there is hope for a better tomorrow." without hope, gays, blacks, seniors, the "ss" give up. without hope life is not worth living. harvey closed, and you a
of san francisco. id like to talk about the -- of protections that tenants have in the law right now. the reality is there are no real protections for tenants right now in the law that will stop a tenant from being evicted for a t.i.c. there is no real protection. let's talk about the peskin legislation which i helped pass in 2005. right after that passed speculators and investors began to do buyouts. we saw them in my office, tons of buyout letters. they started to do threats, among spanish speakers they were telling them we're going to report you because we know you're undocumented if you don't leave. the reality they shifted from using ellis to using threats and buyouts. we don't know how many buildings are in the lottery right now where that happened, where someone was bought out or threatened. how can we talk about clean buildings unless we do some kind of investigation. the protection in wiener and farrell's legislation for someone living in a t.i.c., we all know the lifetime leases are problematic under costa hawkins, but the other thing is it's very simple for a landlord of a

>> good afternoon, supervisors. my name is terry frye. i've been a tenant in san francisco for over 40 years. the medium rent in san francisco is three and a half times -- more than three and a half times my income. if it wasn't for rent control and i'm so very lucky to have a section eight housing voucher, i wouldn't be living here. i could never afford to -- the section eight housing voucher, i'm paying more than the voucher is worth because the rents have gone up. i will never own property in san francisco but please don't tell me that i don't care about san francisco or that i don't have roots here. the condo conversion lottery was put in place for a reason. there's constant attack on rent control on many fronts. this is another battle. a few examples of how rent control housing is being lost, what about allowing academy of art to take over rent controlled buildings for student housing and the thousands of units that have been converted to short-term rentals which continue to occur despite current legislation to curb it. and i keep hearing tenants will get lifetime leases. today

of tobacco free and health advocates. in 2012 they were 250 street festivals and fairs in san francisco from carnavals to the chinese year. all of these events attract smokers. this is an important ordinance that will make sure that we have more smoke-free festivals and events. exposure to secondhand smoke kills about 3000, non-smokers from lung cancers and 46,000 non-smokers of heart disease in the u.s. also individuals with asthma and other respiratory illnesses that is why such a strong coalition including young people from sf state to the asthma task force and the coalition working to make sure we have more smoke-free places in san francisco. research shows that exposure to second-hand home outdoors is just as bad as endorsed. this is the first city to have an ordinance about smoke-free festivals. there is no safe level of exposure to secondhand spoke, several studies show that exposure again, outdoors can reach levels the same as endorse and can be just as dangerous. for quite a few months i have been working with various groups, breathe california, the department of public he

are shooting. families as they grieve. i experience it every time i go to san francisco general hospital to console the victims of gun violence, last year a victim as young as five years old. we continue to address the causes and impact of this senseless gun violence. increasingly involves young adults under the age of 25; often related to disputes over turf and status, fueled by the fact that it is too easy to obtain and possess military style weapons and hollowpoint ammunition. individuals such as doctor andre campbell, the head of surgery at san francisco general hospital, has given me firsthand accounts of the impact on the human body of hollow impact bullets. i believe the desire for us is elected officials is to take greater steps to implemenr solutions. -- i will like your knowledge the people here in support of this legislation. there are multiple conversations happening simultaneously here not only here in san francisco but also on the state level, i want the public to knowledge the work that assemblywoman nancy skinner, a democrat from berkeley, introduced assembly bill 4

and thank you for being honest. next speaker. >> high there. i'm a san francisco resident for 13 years. i'm a t.i.c. owner and previous renter for many years. all of my co-owners in my six unit t.i.c. were once renters also. we are not opposed to rent control. i just wanted to make that clear. the lottery system is so outdated and overburdened and with the current backlog it may be over 10 years before being eligible for conversions. we're not trying to make a quick buck because our units have lost a significant amount of value since we purchased. we're previous renters who are looking to purchase a home to have stable housing in san francisco. we contribute to san francisco and we invest in san francisco. we are all moderate income households. we include a retired gm who is a renter for many years and wanted the security of owning his own home and t.i.c. was the only affordable option for him. another co-owner is having difficulties with current mortgage payments and faces challenges as options are so limited for t.i.c. this bypass covers just a drop in the ocean of housing stock in san
different cities. and what happens to some people in san francisco. we are a city of great wealth. we have because of a lot of different reasons we are fortunate enough that we have more resources in san francisco then many places throughout the state and throughout this country. but the reason why this vote is so important is that even though we as a board of supervisors do not have actual governance of the schools, what we have done in san francisco over the years because of the work of people like -- and gavin newsom and others is that we have recognize that where our state and federal government have fallen short in fulfilling their duties and obligations to properly funding public schools we a city government have stepped in and fill those gaps. the important point is not for us and giving the school district money that it is already entitled to. i'm glad that we will comply with what the law already requires in the intent of those measures were. the whole point of the supplemental is to recognize that we have a fundamental problem in our hands. business as usual is no longer accept
in a position where they would have to leench. when i moved to san francisco, i moved here because i felt this was a really special city, it had a cool about it, and an interesting nature, that was unlike anything else. i'm seeing recently that the rents, the way that they are, the makeup of the city is changing, and it's becoming something that it's losing its luster, in being the artistic community that it is. i'm worried that this proposal is setting up a slippery slope for other housing -- or property owners to kind of get their foot in the door and force people out, that will change the makeup of the city, not just the elderly or disabled or the poor, but again for the people that kind of make it run, that make it interesting. so one other thing i would ask you to think about through our property owners that are up here to speak on this behalf i think we understand your polite, we want to live in the city. but if you had to foreclose on your home, and then join the renters market, you would be in just a rough situation as everybody else because a two bedroom home going for $4,000 in
ladies and gentlemen. my name is louisa mendoza, resident of san francisco for over 25 years. from south america via the caribbean. i am seeking a permanent appointment. also substituting in the board 1 as a hearing officer. real estate broker for over 15 years; practice real estate for 20 years when i began as a property manager. for 12 years i have been a certified mortgage broker; i do own and operate m&m financial services of which i also offer-- i do consult in insurance, as a licensed insurance agent. during my experience i have also done a lot of broker opinions for lending institutions, determining market values for property for the basis of the internal transactions. i have been a member of the san francisco board of realtors woman's council, now we are becoming again very active. i am also the president of the travelers club of san francisco. >> seeing that you already served on the board, if you could respond to the question that i asked of ms. lewis. >> i do believe that additional efforts can be made. it can be reviewed in the assessor's office as to how this can be done.
preparation, mitigation, response and recovery here in san francisco. this grant requires $290,000 match. it's equal amount and it's an amount we already budgeted in the current fiscal year through emergency management include inclined services. most of the match comes from our department and part of the match also comes from meals on wheels the local nonprofit here in san francisco. the quick summary who we're buying for this grant is upgrade of the security cameras at the emergency operation center at 101 turk street. we're upgrading the car key access. we're putting in new fire suppression system. we're funding existing emergency planning position. it's ongoing funding. the cool thing we're doing with this grant, we are working with meals on wheels to fund food kits for approximately 2600 low income seniors in san francisco. those are folks served by the current meals on wheels program. if earthquake happens we can't get to them -- that's also a pilot part of this grant. once again, we're not creating any new positions. there's no additional appropriation required. it's retroactive to th

. -- conversion. san francisco is famous for looking after its minorities. please give a little bit back to the middle and support the condo bypass. >> chair wiener: thank you very much. next speaker. >> my name is gabriela, i'm a therapist who works with my husband here in it san francisco, in the lower haight. we own a one unit and a three unit building and i'm a first time homebuyer and previous renter. i've dreamed about owning in san francisco. my husband and i worked very hard to buy the one unit that we own and i work close. we work six days a week, 12 to 15 hours a day. i'm in support of the condo conversions and i would not be able to see as many patients and provide support like i like to do and be the person i want to be. when we bought the unit in it hopes that in three years of being a owner occupied building, now it's been many years after and the length of time has gone out of our range to condo convert. we pay 6% interest and are not able to refinance though we've tried and tried as we know there's only one bank doing it right now and have tried for a year. we're not taki

are concerned with current t.i.c. owners. i disagree with the comment that they get demonized in san francisco. the groups that get demonized are the groups that encourage residents to go down this pathway. the solution is to build more units. unfortunately banking institutions create a financial tool by which people could buy entire buildings and decrease our rent control housing stock. what's unfortunate about this debate is we have two groups of folks here, both worthy of our attention and of course of our commitment and they are our renters, many of whom are low income and moderate income, homeowners. but i think many are demonizing the t.i.c. owners. i have friends who are t.i.c. owners as well. i think in the long-term if we're going to have a conversation about how to help the current generation of t.i.c. owners we have to have a conversation about how we prevent i would say kind of an overcapacityityization. we don't want to encourage banks and realtors to say san francisco is letting this bypass happen, it's going to happen in five years, so buy up today. i don't want to say cannibali
